How to apply for a Texas License to Carry (LTC)

To apply for a Texas License to Carry (LTC) through the Texas Department of Public Safety, submit an online application via the Texas.gov LTC Portal, complete 4 to 6 hours of training with a certified instructor, pass the shooting proficiency test, submit fingerprints, and upload your supporting documents. Application Steps

  • Check Eligibility: Ensure you meet age, residency, and criminal history requirements under Texas Government Code Chapter 411.
  • Submit Online Application: Go to the Texas.gov LTC Portal to start your application, pay the fee, and save your receipt/checklist.
  • Complete Training: Take the classroom instruction (available online via approved providers or in person) and pass the live-fire shooting proficiency demonstration with a certified instructor to receive your Form LTC-104.
  • Schedule Fingerprints: Set up a fingerprinting appointment through the state’s contracted vendor as instructed on your checklist.
  • Upload Documents: Log back into the Texas.gov LTC Portal to upload your Certificate of Training (LTC-104) and any other required supporting documents.
